Creating Sites with FP

I would like to give my Family the ability to create there own web pages on
the server with FP. What is the best way to go about doing this? would I
just make all my domain users ( family) authors to the server? would I need
to make a site for each Family member? Can they make there own host header
names?

Create subwebs / subsites for each family member with unique permission via the FP extensions admin.
