Creating PSTs?

This is a continuation to a past thread.

I still have an unresolved issue with a user who can't access her old PST
files now that she has a Windows XP desktop.

I am convinced it is a security issue, here is why. I have the offending
PST on a USB key and on the local PC. I can access them from her PC. She
can't, saying she does not have permissions.

She (and the people around her) cannot even create a new local PST.

It seems like a security issue but the Security Coordinator screamed to me
that there is no difference between my security rights and hers. Any other
groups I belong to have nothing to do with this.

Is there a policy box or a security right that allows or disallows a user to
open or create a new Outlook PST. This user can create, edit and delete Word
documents on her network drives and local PC.

Forgive me, but if this is a "continuation" to a past thread, then it
should have been posted within that thread. Outlook PST problems should be
taken to the experts in the "outlook" newsgroups, or to an "office"
newsgroup at the very latest. Also, I can't see how working with "word"
documents has anything to do with Outlook PST files - one is a document, the
other is a post office/email holder - the later once created is only
updated.
The only security limitations on PST files would be the security policy in
place for the directory/folder where it (the PST) is stored - normally this
location should be "\Documents and Settings\<profile>\Application
Data\Microsoft\Outlook, which the user should have "full" access to - unless
you are using profile redirection on a "domain", but none the less the user
needs "full" access to the location where his/her PST file is stored. There
are more complicating matters if you are using "exchange", but where I'd
suggest asking the experts in the "exchange" newsgroups.

First off, the user can open old PSTs and create create new PSTs when they
log into a 2000Pro PC either with Outlook 2000, 2002 or 2003. But when they
log into an XP PC, they can't.

To my jaded eyes, that seems to tell me that it has something to do with
rights on the OS. And that is the response I get in the Outlook group.

If the user security does not allow them to create new files, then it
doesn't matter if the file is PST, JPG DOC or XLS, you cannot create it,
period.

But she can create a DOC or XLS on her c drive and/or on her network drive.
But she cannot create a PST on either.

This may seem like somwehat contradictory information, but I am an
experienced techie with various certifications, I know my stuff and I want to
help those users.

It's an XP issue. If the pst file was created under a pre-XP login, then the
current user needs to "Take Ownership" of that file. Go to Help and Support
and type in "Take Ownership" (without the quotes) and see if that helps.

Problem resolved in three ways.

I gave user ownership of PSt, I added her to Power users on local PC and I
moved PST to another network drive. I am OK.
