Creating partition by WINXP HE bootable CD/FD.

Please advise if there is a way to create partition by
WinXP HE bootable CD or by creating startup floppy disk.

For the floppy,microsoft.com/downloads.Get the,"set-up
XP for floppy start-up".For partition,go to run,type:cmd
At the curser type

iskPart /?
A list of cmds will be displayed.

Partitioning can be done by booting from the installation CD.
