How do you create html newsletters?
How do you use that tool.

I use FrontPage to create html newsletters. See:

If you don't want to spend $, you can download the free open source Nvu

You can also create HTML formatted e-mails in Outlook but indeed a separate
HTML editor is recommended when wanting to do more advanced stuff more
easily.
