Creating new email using a webpage

I am having difficulty compiling a html message in Outlook 2003 using a
webpage. In Outlook Express I used to be able to create a new message using a
webpage, whereupon I would enter the relevant URL. (I do have the option set
to 'create message in html' in options). Upon delivery the recipient was
then able to download the email to have it open directly within the message.
Outlook doesn't seem to allow me to do this, any suggestions would be most
welcome.

Thankyou but most of these options only seem to assist with either attaching
the webpage or inserting the text within the email. When inserted, the
columns seem to get distorted and our hyperlinks dont seem to work. I need to
be able to enter a URL in order to point to the relevant file which is saved
upon an exchange server. This way the recipient (upon receipt of the email)
can right click and download the file from the server. This assists with
both keeping their inbox clear and stops the email being filered out be
either spam or Html filters. Any further suggestions would be appreciated.
