Creating Journal Entries After the Fact

I have the Outlook data for a user that is no longer with the organization,
and I'd like to use Journal to put together a timeline of his activity
working on Office documents. The problem is that the user had Journal
logging turned off. Is there a way to create Journal entries anyway? Is the
underlying data there, for example in his .pst file?
