You'd need a program capable of writing files in the .ICO file format. This
is the first match I got when I looked up Icon Creator on Google, but there

You can also make a bmp file - Use Paint, make it say 64x64 and then
shrink to 32x32 so as to get as smooth a pic as maybe. Save as a .bmp
and then rename the extension to .ico
