I remember using a program called Microangelo many years back. You can use
mspaint if you create a 32×32 size bmp and save it with a .ico extension, so
I've heard.

I've used Microangelo too (trial version). Very simple.

I use Paint Shop Pro to reduce the image first and then
open it in Microangelo's "Studio". Good luck.
