Creating folders in Outlook 2000

I can't seem to create folders in Outlook 2000. I go to the address
book V 6.00.2800.1123 and go to New and I get "New Contact" or "New
Group". Am I missing something?
 
You can create a new Contact folder by going to View Menu (from the main
Outlook menu) select Folder List > if you want the New Folder as a sub
folder of the default Contacts then right Click the existing Contact Folder
and choose New Folder, if you want it not as a sub folder of the default
Contact folder then right click the Outlook Today folder (the root folder)
and select New Folder and make sure that the Folder type is Contacts.
