Windows XP Creating EXE to msi

Hi
i am trying to install some application through Group Policy but for that we need the application in .msi file format. So my question is, is there a simple way to create .mst file of .exe ? . Because i have tried some third party softwares for conversion ( i.e emco, makemsi) but it is quit difficult to create .msi file.

So please give any idea or solution for that.

Dear Sir,
Firstly thanks for your guidence. I have tried that application after your reply, but it is getting an error that "The file is not Software_Vertualization_agent.exe" so what should i do?
