Creating email with different Windows users

Good morning: I have created a different user account for my spouse and have
set up his Windows Mail account (I have Vista). I can send messages to other
mail addresses from his email account, but his email account is not receiving
ones sent to it, or even replied to his own email. I went through the steps
at my ISP website and have compared the properties of his account to mine,
that does work in sending and receiving. I would appreciate any help. I do
get a sign-in screen that pops us and this error message

Account: 'mail.bellsouth.net', Server: 'mail.bellsouth.net', Protocol:
POP3, Server Response: '-ERR login failed', Port: 110, Secure(SSL): No,
Server Error: 0x800CCC90, Error Number: 0x800CCC92

Again, it will send emails, but not receive.

If you are sure you are you are entering the correct username and
password, one possible cause for that error is account corruption.
One thing you should try as a quick fix is to delete that corrupted
mail account, restart Windows Mail, then recreate that account.

If that doesn't fix it, more drastic measures will have to be taken.
Which antivirus are you running?
As a minimum, email scanning in the antivirus must be turned off,
although that may not be sufficient to eliminate all bad effects.
In a worst case scenario, your antivirus may need to be uninstalled.

If turning off the email scanning function does not resolve your problem,
consider upgrading to Windows Live Mail, because it is less prone to
suffering bad effects from overly aggressive antivirus programs.
