Creating Backgrounds

Is there a common method for designing backgrounds utilizing regular software (common software to most home PCs..i.e. paint). I'd like to do something with photographs or images, but in such a way that they appear as watermarks and with varying hues of one color (such as blue or yellow). Any suggestions would be most appreciated. Thanks!

I doubt you'll get what you are really looking for using Paint. Might want
to look at Adobe Photoshop or a nicer graphics program.

With regards to what software to use that you might already have... the free 'paint' isn't really up to the job.

There is freeware/shareware to download on the internet.... try having a search for

GIMP
