Creating and editing TrueType fonts

Don't bother. The download tries to expand a file of the same name as
the download (editor.exe) and asks to overwrite it. If you change the
name of the download and then run it, then you get three files. When I
ran the new "editor.exe", my system locked up real bad.

The graphic looks a lot like PFAEdit (AKA "FontForge":

If it is one and the same, then I think this may need Cygwin to run:
