creating administrator and new users

I just purchased a new computer and setup everything like
internet and other programs under the default
administrator. So then I wanted to create new users but
it said I needed to create a new administrator to do
this. I created the new admin and tried to access the
internet and the previously installed programs but it's
like nothing was setup. What's up?

In windows xp, each User Account is like having a seperate
computer and the Programs can be accessed by clicking
Start and All Programs on the Start Menu. The Internet
Connections needs to be set up just as a new computer.
This doesn't even scratch the surface but it is a start.
