You must purchase the "Visual Studio Office Developer Tools" package;
this will let you create a Runtime version of Access which can be
provided to the users royalty-free.
Your correct that the developer's tools don't offer much of a return on
investment compared to just buying copies of Access unless you will be
distributing to at least "several" people who don't own a licensed version.
Particularly if you factor your time and trouble into it as it requires
quite a bit more work to distribute a Runtime than it does to just hand off
an MDB file.
There really isn't any other option except to develop in a different
platform.
Sorry, but no, not really. Microsoft's got you over a barrel.
One possible suggestion would be to develop a web-enabled application
and have all the users run it on a web server, using a browser. Quite
a different set of tools though!
