creating a site

We have a PDC emulator in one building and the file server which is memeber
of active directory in another building (different subnet and no domain
controller). I guess I need to specify this subnet in Active directory and in
order to do that I have to create another site. Can I create a site without
domain controller?

Sites are created as boundaries to control replication between servers and
as boundaries for GPOs (because there is usually a slow site link with a
local server.)

What you want to do is keep all of it in a single site that is comprised of
both subnets.

No, there is almost never a reason for creating a site
with no DC.
Can I create a site without domain controller?

Yes, but why?

Sites are almost solely about replication and authentication.

Ok, if your file server is offering DFS it might matter.

You never did mention if you had any problems?

No problems so far, but thank you for clarification. I will assign subnet to
existing site.

That is usually (almost always) correct. You assign
the DC-less location subnets to the "nearest" formal
site.

Nearest meaning the one where you wish the clients
to obtain site away services WHEN possible.
