Hi,

I wondered if there is a way to allow me to add a shortcut to Windows file
explorer
No.
that will allow me to do ALT + Up Arrow Key and have Windows
Explorer move up one level. Right now Windows Explorer moves back when you
do ALT + Left Arrow Key. I have Windows XP. Can this extra shortcut be
added?

Alt+[Left Arrow] > Back (not up)
Alt+[Right Arrow] > Forward
Backspace (above enter key) > Up (parent folder)

Good Luck, Ayush.
