Creating a partition

I am running Win XP Pro with one 120G fixed HD (NTFS) and
another external HD - 120G USB2 (FAT32)
XP can read and write to FAT32 with no problems.
I'd like to create a NTFS partition on the free space
(60G)of that USB2 drive.
I tried to follow the intructions in HELP where it says:

Right-click an unallocated region of a basic disk, and
then click New Partition, or right-click free space in an
extended partition, and then click New Logical Drive.
In the New Partition Wizard, click Next, click Primary
partition, Extended partition, or Logical drive, and then
follow the instructions on your screen.

The problem is that I do not get those choices when I
right-click on the E: (External) drive
What I get is:

Open
Explore
---------------------------
Mark partition as active
Change drive letter
Format
---------------------------
Delete partition
---------------------------
Properties
---------------------------
Help

If I click on my C: drive I get the same choices except
that Mark Partition, Format, and Delete are greyed out.

My C: drive is a Primary partition
My D: drive (Backup) is a Logical drive
My E: drive (the one I want to create a new partition in)
is a Primary partition as well.

I don't really feel comfortable creating the new
partition from the command line and I would gratefully
appreciate anty help.

Unless you want to start from bare metal, you will need to use third party
partitioning software.
