creating a new .pst data file?

I'm trying to swap database information from one ipaq handheld to another but
they are different models. A simple backup and restore via a storage card
does not work since the data is not compatible with different models.
Therefore I'm trying to sychronize the information with Outlook and then
transfer the information to the handhelds. The handhelds and the information
are not mine so I can't synchronize them with my Outlook data file so I'm
trying to create a new data file but don't know how to do it. When I try to
create a new data file and then try to open it nothing happens. Outlook just
stays in my existing data file with all my information in it.
 
Within OL File>New>Data File
Or with OL closed, Control Panel>Mail Applet>Data Files>Add

You can have multiple pst's (data file) open within OL

As an addendum to what DL says, after creating your new PST, you must make
it your delivery location if you want ActiveSync to connect to it. If I
were you, I'd create a separate mail profile and put your new PST in that
profile, then configure Outlook to ask which profile to use when it starts,
so as to keep your existing data separate from the PDA data. If Outlook
isn't running, you'll be prompted for the profile when you cradle the PDA as
well.
