Create standard set of color swatches that is always available?

I'd like to create a set of color swatches that is always avaialbe when I
create a new PP document, that I can easily pull from. Is there a way to do
this?

In addition to Glenna's suggestion, you can also create a presentation with
rectangles colored to your specs then use the formatting brush tool to copy the
colors to other shapes. You'd just need to keep your "colors" presentation
open at the same time as any other presentation you're working on.

There are also commercial add-ins that do this.
