Create HIVEs from non-startable XP registry?

I wonder if anyone can help me here? I have a non-bootable version of XP.
I've been able to rescue the messages and the address book into another
instance, but the mail 'rules' are in the registry. One is tempted to
import the part of the non-working registry into a working version, create a
hive of the rules, restore the registry, and then import the .reg files into
the working version.

Is one mad, or what? All opinions would be gratefully received, I assure
you - I have many many rules.

Or perhaps somebody knows of a toll for manipulating registries when they
are not 'running'. I do have Linux 'Knoppix' and 'Rescue' Disks.

You can achieve this by booting the Computer with a BartPE CD. Follow the
directions on how to create a Bootable BartPE CD located on this web site.

Bart's Preinstalled Environment (BartPE) bootable live windows CD/DVD
http://www.nu2.nu/pebuilder/

After you boot the computer using the BartPE CD, start the registry editor
and highlight HKLM then select "Load Hive" from the File menu. Navigate to
the User profile hive you wish to load. The User profile hive is located
here:

"c:\documents and settings\<username>\ntuser.dat"

Name the hive "Imported".

For Outlook Express rules navigate to:

[HKLM\Imported\Identities\{USER GUID}\Software\Microsoft\Outlook
Express\5.0\Rules]

Export the Rules key to the desktop and then save the exported registry file
to a floppy or CD. Highlight the "HKLM\Imported" key and select "Unload
hive" from the File menu with the Registry Editor.

Copy the registry file to the working computer and edit the registry file so
it will import properly. Replace [HKLM\Imported\Identities\{USER GUID] with
[HKCU\Identities\{Current User GUID}]. To retrieve the {Current User GUID},
open Outlook Express and then go to Options, Maintenance tab, and the Store
Folder button. You will see a path and within this path you will see the
{Current User GUID}. The {Current User GUID} will resemble this format:
"{45C6ED5E-0210-4704-8B0F-AF5A881AB4C0}". Once the registry file has been
edited and checked then double-click to import into the registry.

Many thanks for that very useful advice. Problem solved, and can see that
Bart's Bootable CD may come in very useful in solving many problems I still
have in retrieving the data from my crashed system. Magnificent!
