Can one access the registry on a NON active XP?

HI,

I have just put a new drive into a laptop with a restored image for the C drive
XP os. It logs in then logs off repeatadly.

I see there is a possible fix by chnaging userinit.exe names and in the registry.

My problem is I cannot get in to get to the registry of the inactive XP.

I can log in from another XP version I have on a USB F Drive and I can see the
inactive Windows directory on the C Drive.

Can I access the Registry of this inactive drive?
