Create custom ports using PRINTUI.DLL

Is it possible to use PRINTUI.DLL to create custom ports on print
shares? (ie. Lexmark port monitor or HP Port Monitor)

I'm currentlty search for a way to create a LPR or
Standard TCP/IP Port from a dos prompt. That would enable
me create a batch file to create LPR ports and TCP/IP Port
(9100) and also create printers with no user interaction.

I'm not sure if that is goal too.
