If I want to make a CD of "black line masters" or "templates" that someone
can download on their computer and fill in information but NOT change the
template outline or graphics, what kind of program do I have to use for that?
someone here seems to think that Wordperfect is the only program, is this

Considering that we're all database geeks that use Microsoft Access, I don't
think you're going to find anyone in here that thinks Wordperfect is very
useful.

For whatever you're talking about doing though, most word processors have a
"document protection" feature that prevents making changes. You might read
the online help in whatever product you're using.
