create a shortcut within Outlook 2003 to an external location

I would like to create a shortcut in the shortcut pane that points to an
external location. Like a mapped drive or a folder.

I don't think that's possible in Outlook 2003.
 
Its possible, open File Explorer and then click and drag from Explorer to
Outlook. I should warn you though that after setting up a good number of
shortcuts to files & folders that for whatever the reason, Outlook did
something funky that broke the shortcuts. I gave up on it and started using
Desktop Sidebar and am quite happy with it.
