Create a method of searching Outlook Public Folders

Outlook Public Folders can't be searched in the aggregate, only a folder at a
time.

I am a Microsoft Registered Partner and Small Business Specialist. I have a
client that has hundreds if not thousands of these folders and urgently needs
to search them as an integral part of organizing them.

did you try "Lookout" by microsoft:

I found this information on the FAQ:

Can Lookout index my public folders? Yes.
Lookout can index any folders that you can access from Outlook. Keep in mind
that some Public Folders require the user to have permission to read them.
You must have permission to read the Public Folder in order to index it
through Lookout.
