Create a master file that links to current word files

Currently 20 policies are in individual word files. Can these files be
linked to a Master file using Word or Publisher without copying each file
into one large file? The Master file would also contain a table of contents
and update additions, changes or deletions.

I would use the {includetext} field in Word to accomplish this. It helps
immensely, however, if all of the individual files are based on the
identical Word template file.
