Question - Can I create a "field" that can be used for inserting a
graphic/photo in a form that is locked. I.E. I want the employee to insert
their photo into a particular area iin a form. And if so, what do I do? thanks

Download form_picture.zip from http://jay-freedman.info/ and examine the
fields and macros in the template it contains. It isn't a ready-to-use
solution, but a demonstration of how to build your own.
