Craziness with Task Manager and other programs

Help!! I cannot open Task Manager, it opens for a split second and then
closes. I have also tried to change permissions (suggested by someone else)
and I cannot do that either. The screen pops up for a split second and then
goes away. I am trying to download VirusScan incase it is a virus causing
problems, but because of these issues, I cannot download the file. Any
suggestions??? Please help!!! I am using Windows XP Home Edition. I tried
going to Kellyskorner, but again after downloading, when I go to open the
file, the window opens for a split second and then closes. Any tips or
suggestions will be much appreciated!!
