CPU Usage

I go into Task Manager and my CPU is sitting at 90% and there is nothing
running. I have a AMD 3000 with 1500 RAM so that seems to be high to me
because all I'm doing is typing out this post and looking at my Task Manager
and my CPU Usage is sitting at 90%, what could be wrong?

You have to assess the situation over a long run. Take statistics. Vista may
be using some breaks in you doing nothing periods to do some maintenance
work.

If you don't want to see it happen, leave the machine sleep overnight.

Press CTRL-SHIFT-ESC, and then click on the Processes tab.

Now click on the heading CPU such that the processes using up cycles are
grouped together. Look at what processes are taking up the most cycles..
