My CPU Usage reaches 100% without any applications being
launched
.
There could be many reasons for this. Some very simple to
correct some not so easy, which service is using your cpu?

Check Windows Task manager and see which program is using
up your system cpu's. I had problem with (windows)
explorer.exe constantly drawing all my cpu's.

Luckly I was able to trace problem to file I downloaded
from KaZaa and after trying to erase, delete, etc. I had to
delete SHARED FOLDER altogether to correct problem...
