I`ve been having the similar problem with my winXP+sp2, ofcourse I
have antivirus(KAV pro.) and spyware monitoring and removal
app(Ad-Aware SE pro.) and all the recent updates for OS and app`s.
On boot there is NO other app`s runing only task manager (there are
only 17 processes active including task manager and non of them is
using CPU time) and in processes tab it is showing that System Idle
Process is at 95-99% BUT IN THE SAME TIME it is showing that CPU usage
is 44-65% ???????????? The funniest thing is that when I start
Ad-Aware`s Ad-watch monitor or Ad-Aware scaner (without runing the
scan) the CPU usage in task manager drops on 10-15% ?????????????
I`am puzzled can anyone explain !!!!!!

To troubleshoot youre problem read then execute article#310560 from

And how will performing a clean boot help? You don't look up article numbers
you just pick random figures from some obscure region of whatever it is that
passes for your brain...

It's quite normal for them not to add up. My usage is showing 10% and the
SIP is 95%. I don't worry about it. Neither should the OP.

Please learn how to post - this is Usenet, not a chat room. Saying "I've
been having a similar problem" isn't helpful. Similar problem to whom?
Please describe the problem in detail or quote the "similar problem".

Task manager doesn't show everything that is counted against CPU time.
Try Process Explorer from sysinternals. Look at hardware interrupts and
DPCs.
