CPU never under 30%

I installed a P4 processor on an Intel Desktop Board D875PBZ. I have
hyperthreading turned off.

I noticed in task manager the processor never drops below 30%, but see
nothing under process that use the processor. System Idle has 98 - 99% as
would be normal. I added the CPU time column to see more. The last 9 minutes
system idle has 8.55 CPU time.

What could be causing this? The system is a fresh install WinXP Pro SP1.

An USB hub could, and was, the reason for this problem.
