CPU at 100%

i have an AthlonXP 2400 and 512 MB of ram. i have a
problem with windows xp where all of my programs take up
100% of the cpu all of the time. this causes the program
to run really slow and the sound to be choppy. if you have
any fixes, please let me know, thanks!
 
anything???
i have tried many things to fix this like getting new
drivers and stuff, windows update, nothing fixes it?
could it be a cooling issue?
