CPU 100% when Lan ON

I have a PIII computer 800 hz , 256 SDRAM and 100GB (20 + 80 GB drive), I
have installed win98 and winXP .. I have a trouble getting online in winXP ..
I have formatted and installed these OS, when ever I enable LAN in winXP the
CPU usage is 100%, and I will not be able to open any applications, even the
mouse moves very slowly. The Moment I disable, the computer is back to
normal. while on dialup I have no issues.

I have scanned for Virus, spyware, Torjans.. none present. I use Avast
Anti-Virus and Norton. Use a Zone Alram Firewall. Microsoft Anti-Spyware,
Adaware.

How do you disable / enable the LAN?

Can you start a monitoring program like Process Explorer (free) from
<http://www.sysinternals.com/ntw2k/freeware/procexp.shtml>, while the LAN is
disabled?

What size is your Hosts file? Verify its location from the registry in
[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Tcpip\Parameters\DataBasePath],
which should point to "%SystemRoot%\System32\drivers\etc".

Is there any device like a router on the LAN, that would allow you to observe
network traffic?

I should point out that a PIII/800 with 256M RAM is extremely underpowered for
Windows XP. Microsoft claims that XP will run on an absolute minimum of 64M,
and recommends 128M. I don't know a lot of professionals that recommend any
less than 512M, with 256M as an absolute minimum.
