Rather a vicious cycle, eh ? Try booting to the Recovery Console and
then copy the file from the dllcache over to system32 :

If you do not have a Windows CD but, an OEM "Recovery CD", you can
run the Recovery Console from XP floppy setup disks, but you need
another PC to do that since yours will not boot :

You could *attempt* to run System Restore from a Command Prompt :

The file you've cited is c_850.nls, a Multilingual (Latin I)
National Language Services driver (font or font map). Is one of the
softwares you've installed related to languages ? If so, then rolling
the system back to just prior to installing it may resolve the issue.
Try doing so from a Command Prompt.

I can't boot into Safe Mode
It gets a quarter way through the list of loading things and the error comes
up again
One of the things it trys to load is cp-850.nls. Then it tells me to
attempt a repair by starting Windows Setup from the original CD-ROM.

If it's this one, then boot to Safe Mode and then copy the file from
WINDOWS\system32\dllcache to
WINDOWS\system32
Restart the system.
