Counter-Strike/Steam - DirectX/WinXP failure

When I try to enter any server or start a local game

It locks up in the part of loading that says

Verifying System resources

Intel Pentium III 700MHz
256 MB of RAM
NVIDIA RIVA TNT2 32MB RAM Model 64 (Nvidia Drivers 2.9)
Windows XP Pro
DirectX 9.0b

I've tried updating the graphics card's drivers to the
latest from Nvidia which is version 4.9 but I get the
same stuff so I rolled back

How can I rollback to DirectX 8.1 which comes with
Windows XP

nVidia drivers version are not 4.9. They are 53.03??

You can not roll-back DirectX 9 to 8.1. You needed to have taken a System
Restore "snap-shot" when you installed DirectX 9. You will now need to
restore that "snap-shot" in order to get DirectX 8.1 and also re-do all
updates since that day.

Steam provides support at:

I suggest you consider upgrading your video card. The one you
have now used to be good back in those years, however it's not
made for DirectX 8 or higher games. To revert back to DX 8.1
without reinstalling Windows, use a previously set restore point.
