Could not locate remote server

My flatmate is having difficulty connecting to the internet through my computer using web browsers. We have a 2 computer network setup and his connects through my computer (which is working fine) both on XP. At one point he could use browser

Every other web-based application on his computer seems to be working for example kazaa and msn messanger, but when you open internet explorer, it comes up with the age-old message "The page cannot be displayed".

I have reset the internet connection settings, uninstalled iexplorer to the previous version, run ad-aware and virus software, run an LSP-fix program. Finally I installed another web browser called opera. When you open this program it comes up with a more informative error message saying "Could not locate remote server."

Can anybody help??

Except for the apps that do work, it has all the appearance of a DNS
problem.
What DNS servers are being made available to the 2nd computer?
Run command line: ipconfig /all to see
Can the 2nd computer ping the outside world? (Not all servers will return
a ping, so try various ones. Check it on the 1st computer first to see that
you're pinging a site that responds).

There should be DNS IP addresses. And the 2nd computer should be able to
ping to the outside.
