Whenever my system is booted to XP the Hal.dll file is not
loaded. It's not loading the file at all. I am not able to
troubleshoot the problem. Reinstallation helps but I am
looking for a more specific solution.

That is indicative of a damaged boot.ini file - the boot is not finding
the correct folder from which to load windows files, and hal.dll just
happens to be the first one looked for.

Set the BIOS to boot CD before Hard Disk. Boot the XP CD and, instead
of Setup, take the immediate R for Repair. Assume any password
requested is blank, and TAB over.

Give
BootCfg /Rebuild

You may then subsequently need to edit the C:\boot.ini file and remove
the residual damaged entries. Do that by Start - Run - MSConfig.exe and
on the Boot.INI page click on 'Check all Paths, it will allow removal of
the invalid one
