could not create port

hi all

our application use the file services under
c:\winnt\system32\drivers\etc\services
so when i'm trying to open our application
i got this message :

Could not create port

Please check services file under c:\winnt\system32
\drivers\etc\services

any help

Use tcpview from www.sysinternals.com to determine what service or
application is using the port.

we have a main application which communicate with our
other applications via the port tcp/1500 so when we open
our main application we wrtie on the file services

but now when i'm trying so i get this below message
