Corrupted cabinet file

When I am try to install Garmin City Navigator NT on my new Dell Dimension
3100 with WinXP Home, I received message "Cabinet file Disk1.cab corrupted
and can't be used", but it is installed fine on another PC with the same OS.
I contact Dell and they told me that it is software problem and recommend to
reinstall Windows. Is ther another option?

Clean the CD and/or clean the CD drive.
