Corrupt TCP IP Windows 2003 Server

I had a Windows 2000 Server that I believe had a currupt TCP stack. I tried
upgrading to Windows 2003 in hope that it would fix the corruption. It did
not.

The Windows 2003 Server handles DHCP, SMTP, IIS, DNS, RAS, and is a DC.

How do I fix the TCP IP bindings to the NIC? Is there an easy solution or
check that I can do to make sure that I am even looking in the right place?
