Corrupt Security Settings

My daughters PC has missing security settings. When I
select Control Panel / Admin Tools / Local Security
Policy, then choose Local Policy, User Rights Assignment.
A message is displayed (in the security manager
window) "Windows cannot read template information".

How do I restore the list of security options that should
be here? Can I do it without reinstalling Windows?
