copying a file thats being used by another program question

ok the problem is this,my hd's have started getting bad sector
so i got a new on
now i dont wanna reinstall windows and all the rest just formatted it and i wanna copy everything to the new HD and dump the 2 others
but windows wont lemme copy cuz some files r beinf used by other programs (such as mr.windows itself
how do i copy everything to the new hd all the same without getting hit in this brick wall of "the file is being used by another program" message?
please hel
 
Install windows in another folder and use that to copy the files.
 
cant i just , somehow , copy everything to the new hd without having to install anything?

Why would you want to copy corrupted files from a corrupted hard drive? Do
you really think that you will end up with a stable, trouble free,
operating system?

Reinstall the O/S on the new drive and start from scratch!

That would be just like trying to put a running engine with a cracked engine
block into a different car WHILE running. Not gonna happen!
