Copy user profile disabled?

I have a brand new XP prefessional system. When I first started it, I
created a user account, say ua. By default, it is administrator. Later, I
created another two accounts: ub and uc, both are administrator. I try to
copy ua's profile to ub account. I log in as uc, then go to Control Panel --
System -- Advanced, then click Settings for "User Profiles". In the opened
"User Profiles" window, I see 4 user profiles stored in this system:
Administrator, ua, ub, and uc.

When I select Administrator or ub profile, the button "Copy To" is enabled
and I can copy its profile to other account. However, when I select ua
profile, the button "Copy To" becomes disabled. So, I cannot copy ua's
profile to account ub although I logged in as user uc that is the
administrtor.

I tried to create more accounts, and found that only the very first account
created during the initial starting process of the brand new system is always
disabled in profie copy.

Can somebody explain why? I really want to copy the first account's profile
to a new account including all the data and settings (like word macro,
outlook account and data etc.). How to do it?

You cannot copy to/from the account you are currently logged onto. You also need to log into the account you're copying to and from, at least once.

You misunderstood what I said. Let me repeat:

Say I have 5 accounts: administrator, ua, ub, uc, ud. All of them are
administrator, ua is the first account created during the initial starting
this brand new system, ub, uc and ud are created later.

I login as ud, then try to copy ua's profile to ub or uc, but could not do
it because when I select account ua, the "Copy To" is disabled. If I try to
copy ub's profile to uc, I can do it. I can also copy uc's profile to ub.
In other words, the very first account profile (created during the initial
starting window system) could not be copied to other accounts. All other
accounts profies can be copied each other in any way. Why is it like that?

1) Multiple accounts exist, all have been accessed / logged in

2) Some account profiles cannot be copied, no matter what,

regardeless off what account I am logged in under
....

e.g. Acounts: Administrator, Service, Marek, Martin, Henry, Joe
...
are all admin accounts

All of the accounts are in use, have logged in before,
(and have profiles created).

Account profile for "Martin" cannot be copied, regardless of which
account I am logged in as. The machine was re-booted, no active
sessions other than the present one.

The account may have software running from the POV of the profile and thus blocking the
copy process.
