Copied files from c:/ to CD-RW and every one of them
became "read only", I can't remove them or over-write. Can
copy/paste back to c:/ and the copied version is not "read
only", so I have CD-RWs I cannot erase because all files I
copy to them became "read-only" and when I try to change
them separately by de-selecting "read-only" in properties
I get an access error message everytime. Am I missing
something really obvious? Your thoughts appreciated.

Am using XP Pro on Toshiba Satellite 1110.

All CDs are Read Only (ROM = Read Only memory) unless you use a
Packet-writing Software such as Roxio or Nero.
