Copy (and expand) a bootable partition

Hello there!
I have one partition on my old hd (3 gb) with windows xp, bootable...
I would like to copy it to my new hd third (and free, 9 gb)
partition...
Is it possibile to perform a copy that will allow me to boot from the
new partition?
Which kind of utility should I use?
Is it a serious risk for my data?

You need to look at Norton Ghost or Partition Magic. XP will not allow you
to copy and expand partitions

As with any partition management, there is always a "slight" risk of loosing
info so a backup of important files/documents/setting is ALWAYS RECOMMENDED.

I use BootIt Next Generation (BING), which is a boot manager and
partition manager:

There's always a risk, however small, when working with partitions and
boot configurations. Back up your important data first to an external
medium.
