Is it possible to make a copy of a group policy to save
to disk so that I may install the policy on another
network at a later date.

The best choice is to use Group Policy Management Console (a.k.a. GPMC). It
has an elegant export/export feature that could help you in the mentioned
scenario.

GPMC supports backup and restore of policies. I'm not sure though if
there are any limitaions on this when using it against a Windows 2000
AD (from a Windows XP SP1 client or Windows Server 2003 member server)
