Coolwebsearch and shell folders

Everystartup or identity change my computer detects
CoolWebSearch trying to install, when i delete it i get
the message again at the next startup.

also on every identity change it asks about the shell
folder being set from one user to the other.

how can i get rid of both these messages ?
