cookies rejected

for some reason my Internet Explorer is rejecting cookies.
I have deleted my cookies, my files, reset my default
security settings, privacy settings, I even set it to
accept all cookies and still rejects me.

All I get is this error: The browser you're using refuses
to sign in. (cookies rejected)

If anyone has any clue as to why this is, and what I can
do about it I'd really appreciate it. I've reset all the
settings, everything is where it should be. It's also
promoting me with security warnings, as if it's not
recognizing my settings, or something is overriding them.
I'm about to pull my hair out, so if someone has an answer
or a suggestion, well I may not go bald yet.

Another possibility is that the message is erroneous
if you are using a "backdoor" link to a site which expects a Cookie
to be presented with a request. You would get such an erroneous
message if: you had a Cookie for that site but it was corrupt or the
wrong format (e.g. because you got the Cookie from a "frontdoor" link
but long enough ago that the format was different);
you had no Cookie (e.g. since you cleared the Cookie folder);
your computer's date was wrong.

So I went to the web site I was suggested I go to. And one
thing I noticed is somehow, my clock was set to 2018. Now
this alone did not correct the problem, and in some cases
it still isn't corrected. But between that and noticing my
security settings were set to high when I never did so
manually, I tend to wonder how this happened. I did notice
this Alexa file was on my computer, I'm aware this is a
form of spyware. I'm not sure if that is capable of
causing any of my problems or not. One site which was not
allowing me in, will now let me sign in. However,
yahoo.com still rejects cookies, even though I've added it
to my safe list. If someone has suggestions as to why that
is, I'd greatly love to hear them. But that page did help
a lot, so thanks to those of you who replied. If you can
give me further insight, don't hesitate to do so, even if
you choose to email me. Thank you.
